02/04/2024: Integrations (Pepper) Add new API call to get primary perk balance

The order of processing for our requests cannot be guaranteed. This means we cannot trust change in points balance coming in from contact orders. Our queue does not ingest these payloads in date order

1. The source of truth for points balance now comes from a subsequent call to Pepper for primary perk balance
